Syracuse is the one Upstate market where the story everyone is telling and the story the numbers support have come apart. Micron's Clay megafab is real and enormous, and its timeline has slipped by two to three years. The first fab is now expected online in 2030 rather than 2028. Sellers are being quoted values against a demand curve that arrives later than most pricing assumes.

What a 2030 fab supports in a 2026 underwriting.
Micron has committed up to $100 billion to build as many as four memory fabs in Clay, north of Syracuse. Nothing below is an argument that the project is not happening. It is an argument about timing, because timing is what a seller is actually being paid for.
The schedule has moved substantially. Construction of the first fab, once slated to begin in 2024, started in the second quarter of 2026. Completion moved from mid-2028 to the third quarter of 2030 — a slip of two to three years, attributed largely to shortages of skilled construction labour. The full four-fab buildout now runs to 2041.

What this means for a seller. Two distinct demand waves are being conflated. Construction employment is here now and is already filling new suburban product — a real, current, rentable tenant base. Fab employment, the high-wage engineering cohort that underpins the aggressive rent forecasts, does not arrive in force until 2030 and beyond.
An underwriting that prices 2030 rents into a 2026 sale is asking a buyer to fund four years of carry on a schedule that has already moved once. The buyers who close are pricing the construction wave and treating fabs three and four as options rather than commitments.
The honest read cuts both ways. If you are selling now, expect sophisticated buyers to discount the Micron premium more than local sentiment does. If you can hold, the case for waiting is genuinely stronger here than in any other market we cover — but it is a hold of years, not quarters.
A real advantage over Rochester and Albany.
Good Cause Eviction failed in the Syracuse Common Council on a 4–4 tie in April 2026. Syracuse does not appear on the New York State DHCR list of municipalities that have opted in, current as of 4 May 2026.
This matters more than it sounds. A buyer in Rochester or Albany must underwrite constrained rent growth and a compliance regime. A buyer in Syracuse does not. Everything else held equal, that supports a higher multiple on the same rent roll.
It is also not permanent. The measure came within one vote, advocacy continues, and a future council can revisit it. Buyers are aware of this, and the more sophisticated ones price some probability of adoption into their hold-period assumptions. An owner weighing a sale should treat the current absence of Good Cause as a present advantage of uncertain duration rather than a fixed feature of the market.
Yardi Matrix tracks roughly 34,395 apartment units across 234 properties and 27 submarkets in the Syracuse market. Activity divides between the urban core and the northern suburbs closest to the fab site.

University Hill is anchored by Syracuse University and Upstate Medical University and behaves like a student and medical housing market rather than a conventional one. DeWitt and Cicero are absorbing speculative suburban product built against the Micron thesis. Downtown and Armory Square are drawing urban mixed-use proposals. Clay is the fab site itself.
Industrial vacancy sits at 6.9%. Assets positioned along major transportation corridors, particularly those able to serve construction supply chains now and semiconductor logistics later, are being underwritten differently than they were three years ago.
- The wait-or-sell question. The central decision in this market, and the answer depends on your hold capacity, not on a headline. A four-year wait is a different proposition for a seventy-year-old owner than for a syndicator with fresh capital.
- Speculative supply arriving before its demand. New product built for fab employment is competing now for construction-worker tenancy. Near-term lease-up risk is real and buyers are pricing it.
- Expectation gaps. Sellers who anchored on 2023-era Micron enthusiasm are meeting buyers who have read the revised schedule. Closing that gap early saves months.
- No Good Cause overlay — a present pricing advantage worth making explicit in marketing materials, because not every out-of-market buyer knows the New York regime is municipality-by-municipality.
